Oh, and those numbers represent minutes. (As an aside, I was represent Queens, but I was raised out in Brooklyn. Hollah! Wait, I'm just kidding. Hopefully some of y'all will get that reference.) So, if the parameters are not there, throttling is not enabled. I figured it might be useful at some point. Update (2-6-2004): Comment throttling means that when a comment is left by an individual, their IP address is recorded along with the time their comment was added to the system. They cannot make another comment (from that IP address) for another X minutes depending on what value the blog owner has set for the comment throttle parameter.
